Recently I saw many weak reviews in famous conferences or journals which have the lack of knowledge in:
1. Research Methodology Concepts
2. Domain Knowledge
3. General Knowledge in a scientific area
and unfortunately the conferences and journals use them for reviewing the new submitted papers! It is a lack in research community which none of these journals or conferences give any feedback from authors to improve their faults which is wretched for the entire academic community!
I believe it is because of the lack of knowledge of editor(s) in chief those journals and conferences.
I have many other opinions which I will share with professionals in the future and I hope some days in the future, our community can modify itself to reduce these faults!

What you can do is participare in transparent reviewership systems, like Publons, and ask not to be included for reviewership unless reviewer content is made identiable and publicly available online.

They can be further train in those areas you mentioned but you have to understand that nobody is perfect.

What should we do with weak reviewers in famous conferences or journals! From one point of view, if the responsible editor/s or other responsible person/s confirm a problem of such type (as of the main question of the thread), then they should not assign weak reviewer/s to review other manuscripts. Of course, in this case the already reviewed manuscripts should be reviewed again by other reviewers.

I can say it is total responsibility of the editor in chief of journals to select the right reviewer based on his/her expertise by evaluating the reviewer research profile such as ORCID scopus, Web of science, researchgate, etc.
I agree with @Matthew Kerry and indeed sometimes, most reviewers are busy with their research works.
