Moisture and pollution in air play very important part, in minimum distance for leakage and to start flashover, by decreasing distance, air ionization(flashover) chance would be more, due to increased voltage gradient, and varied with transmission voltages.
FOV voltage depends on leakage distance, pollution resistivity and the insulator form. So the first approach is the increase the leakage distance according to the FOV voltage formula : Ufov=L*(A*rp)^(n/(n+1)). But in DC case, partial arc tend to detach from the surface and jumping in air. For this reason, specific profil for DC voltage are designed. Take a look to those profil and choose the creepage distance or the specific creepage distance as function of the pollution degree.
