One way is to allow army of sheep & goats to freely graze on them. An advantage here is that the fields will be fertilized with organic manure. Another way is to fill these plots with water to allow degradation of stubble & the end products will form the food of suitable varieties of fish/prawn - which can give additional income to farmers. The latter process is a bit time consuming & it's doubtful whether farmers will follow - though positively a fair solution.
A third way is to allow locusts to graze on them - but in a highly controlled method - which will have to be formulated by Scientists of especially Agricultural Universities of Punjab & Haryana. Locust powder can in turn be used as one of the component of fish/prawn feeds.
The stubble can also be harvested & sold as fodder in fodder starved neighboring states like Rajasthan & Gujarat - as the time is also suitable on both the fronts.
