As it's a well-known fact that highly focused beams or the "pencil beams" shall be central to 5G mmWave cellular communication. MmWave don't only promise unchannelised high-bandwidth at the higher portion of EM spectrum but it also promise dense deployment with beamforming and multiplexing gains which means higher frequency reuse. In this connection what shall be the role of cognitive radio when plenty of spectrum shall be available for 5G cellular communication at mmWave bands?
why do you need the original cognitive radio to enhance spectral efficiency in mmWave networks? The current standards support Gbps data rate, though they are so sub-optimal. I guess that several protocols, developed for increasing intelligence level of different layers (e.g., MAC), will be borrowed from cognitive network. Furthermore, high directionality level in mmWave networks facilitates spectrum sharing in spatial domain, here you can find similarities with cognitive network concept.
Note that in extreme case of pencil-beam operation, there is a well-known concept of noise-limited mmWave networks, which essentially tell that we can activate all links at the same time without receiving significant multiuser interference. In this case, we do not need any "cognition" for resource allocation/interference management.
At this time, "cognitive network" and "mmWave cellular network" are connected through directionality of mmWave systems, I believe. It is interesting to investigate the interplay between "cognitive networks" and special characteristics of mmW frequencies, such as sparse-scattering environment. Moreover, as you might know, there is a concept of cognitive small cell, which can be efficiently realized by mmWave communications.
