Muhammad - Health is itself a qualitative term and health policymakers are increasingly concerned with fiscal space for health. There is scope for both quantitative and qualitative methods to fill this gap and to provide support to policymakers in designing health financing policies towards universal health coverage.
Your research design could be descriptive research design and the use of both qualitative and quantitative methods will help to assess the scope of possible sources to fill this gap in universal health coverage. There is also possibility to carry the research in more than one situation or time period and thus making a comparative fiscal space assessment of universal health coverage.
