First of all more details are required for the question, like purpose of electrolysis.

But if you want to do water electrolysis or water slitting reaction (like Hydrogen evolution and oxygen evolution reactions; HER and OER ) your electrolyte should be aqueous and conductivity also high. you can use alkaline, acidic and neutral solution as electrolyte.
