Establishing clear standards, guidelines, and regulatory frameworks contribute to the effective and efficient delivery of blood transfusion services. In the study of Kavulavu et al. (2022) it discussed the regulatory and policy issues encountered by a regional blood transfusion center in Western Kenya that lead to inconsistencies in regulatory standards and variations in the quality of blood transfusion services.

According to Strengers in his 2011 article titled "Key Elements of a Blood Transfusion Quality Management System, The Tools and Objectives," blood transfusion advocates for the establishment of a quality management system. It is essential for blood establishments to prepare and monitor all blood components in accordance with specified quality parameters and best practices. These parameters should be regularly reviewed and updated by qualified experts, with oversight from national competent bodies. Currently, these bodies can choose the quality standard they deem appropriate. The ISBT Working Party on Quality Management could review global standards and their development processes. It is important to note that a quality system should not focus on blaming individuals for mistakes, but rather on fostering trust, control, collaboration, clear communication, and partnerships to achieve the best results. The emphasis should be on self-improvement by all partners, rather than attributing faults to others.
