Można jednak z „drugiej” strony – sięgając do wybranych wskaźników finansowych – spróbować odpowiedzieć na pytanie, czy w określonym czasie to „zadowolenie” mogło wzrosnąć, dzięki aktywności władz publicznych. W takim podejściu można wziąć pod uwagę poziom wybranych rodzajów wydatków budżetowych (np. bieżących, w tym na kulturę, ochronę środowiska naturalnego) państwa, jednostek samorządowych per capita. Taka analiza jest lepsza dla poziomu lokalnego, niż regionalnego, czy centralnego.
