The reference value is an average value. Actual concentrations may vary widely. Measured values depend upon soil conditions, soil ammendments, amount water during growth, concentrations of U and Th in soil, and measurement technique.
If you are sure of your sample preparation and analysis and you have taken all necessary quality assurance and control measures, then there is no cause for alarm, it simply means that the soil had very high uranium and thorium contents and that it is not safe for eating
