What reasonable explanation is possible if the measured concentrations of U-238 and Th-232 in wheat flour are significantly higher than the UNSCEAR reference values of 0.020 and 0.003 Bq/kg for Uranium and Thorium?
The reference value is an average value. Actual concentrations may vary widely. Measured values depend upon soil conditions, soil ammendments, amount water during growth, concentrations of U and Th in soil, and measurement technique.
Be sure of your measurement - check the sample preparation and the measurement process steps, confront against SRM measurement.
If you are sure of your sample preparation and analysis and you have taken all necessary quality assurance and control measures, then there is no cause for alarm, it simply means that the soil had very high uranium and thorium contents and that it is not safe for eating
to say that it not safe for eating you should take a look to annual limit for ingestion for U and Th in wheat flour
