Obviously, it is important to correctly citing an article. While the question did not withdraw much attention, I wanted to stress that one should understand very well what is written in a cited article before using it. Otherwise completely different conclusions may be reached by the readers.

A citation should be made at the point in the article, where this citation is the most relevant and important prior result. Doing this otherwise by referring to such cited article at the place of lower priority, or at quite unrelated place is highly unethical.
Not citing such an article at all is beyond being unethical - it is a way more serious mistake.

I have seen this done in some cases of academical jealousy, where a colleque knows that your article is suitable for citation, yet does not cite your article on purpose, in order not to increase your citation count.
One should not be scared to cite good articles that reach a conclusion different than yours, this does not downgrade your work. It should be done to inform the reader that there are other opinions on the subject, and prepares more space for future research.
Thank you Mushtaq Ahmad, number 3 "Topic was also under research in other institute" is a critical detail that may remind the author " you are not the only one looking into it, so be careful and be honest with your work". It is like a quality check.
