There is no reference will document based on a scientific merit the exactly acceptable amount of missing data.  The Golden rule is the that less missing the better the quality of the data and the research outcome.

Furtheromore, things depend on the sample size, the smaller the sample the more study will be affected with few missings.

Any textbook in reseach will be helpful to build your justification in the percentage of missing and how you  will handle them.
