Have a look at this review: https://journals.gre.ac.uk/index.php/msor/article/view/311. However, the one we recommend to our students is SoGoSurvey.

Read through the article shared by Prof. Samuels, Interesting.

I use google forms because its free and its got no limitations on number of responses you collect.

Its got most of the options like multiple choice, descriptive, likert scale.

You can download responses in the form of excel sheet and later export it to SPSS for analysis.
