The attached paper by Saaty would be helpful for you.

You can use Google forms. It is easy to set up and share with others. After setting up the form, you can send an email to your potential participants and share the link of your form with them. Then, whenever someone filled the form (questionnaire), you can check the results online.

Dear all, Google forms doesn't allow us to choose scales like 1 3 5 7 9. It has to be sequential. Is there any other way to create questionnaire with Saaty scale?

Then maybe you can use Google sheets. Define your questions and scale in a simple Google sheet. It is like an Excel sheet. So what you need is a set of questions in a column and your scales in other columns in a drop down format, for example. Then when someone wants to answer, he/she might use the drop down arrow and select the right answer. You can share sheets easily with your respondents.

I do have the questionnaire of ahp in excel but it is not working for two sub factors and working for more than 2 sub factors and is showing NULL value ie non determinant ( CR Value = #DIV/0! )

Does your excel work for 2 sub factors.
