It is a rather complicated question, but I would suggest using stylometric indicators when dealing with written sources. Employing keyword or collocation analyses may be of much help when determining the ideological background of important political decisions. Some analyses of this sort have already been carried out (see, for instance, here: Communists spoke differently: An analysis of Czechoslovak and Czech annual presidential speeches | Digital Scholarship in the Humanities | Oxford Academic (oup.com), but it would be good if these approaches were implemented in the mainstream of historical disciplines.
