I am trying to assess whether historical landuse change is affecting coastal water quality. I have daily rainfall data, land use and land soil maps, and DEM. I was wondering whether there is any model that can be used even tho there is no river flow data for calibration.

There are many articles that have researched this type question that land use changes affect water quality. It might be better to research the literature, than to expect some model to produce reliable results for the specific situation. I do remember a publication that addressed estuary changes from aerial photos based on vegetation changes due to the lower water releases from an upstream dam, essentially changing salinity levels in the estuary which produced vegetative changes. Aerial photos through might also show if there are major channel type differences, extent of salt marsh, etc.; however with climate change and sea level adjustments, it may be difficult to prove the connectivity of some of these changes to land use.
Quite a few hydrologic and water quality studies use the paired watershed approach, and although you have not had the normal calibration period for comparison, if you can find smaller hydrologic units of limited or no land use disturbance such as forested condition, you might be able to compare water quality with similar size catchments with a density of specific land uses of interest, such as agriculture, urban, etc. In using this approach, one must have the same geology, similar landform, etc. But not all agriculture, urban and other land uses are going to produce the same level of effects, such as if forested or vegetated stream buffers are maintained, erosion prevention, etc.
