As everybody knows David Bohm is one of the philosophers among the 20th century quantum physicists (see a.o. his 'Wholeness and the Implicate Order'). The concept of 'wholeness' itself does everyone recognize the main feature of the 'system'. And systemtheory is closely connected with, if not identical to, cybernetics. He also touches such issues as that of 'consciousness', 'thought', etc., even that of the 'I' from his Jewish metaphysics (see his 'Unfolding Meaning'; for sure, see Exodus chp. 3: 14) -however somewhat surfacely and pantheisticly like that of Spinoza- which might be slightly contribute to the formation process of the 3rd order cybernetics.
