When both qualitative and quantitative tools are used to collect the data but only the qualitative approach are adopted to analyze the data and describe the findings.
Mixed methods research requires the integration of the qualitative and quantitative results, so without that, it sounds like you have a solely qualitative study.
Hmmm.... Ra Gh, unless I read the paper, I wouldn't immediately answer in the affirmative. A less-experienced researcher might have put down all the data. Sometimes, after painstakingly collecting data from a field survey, you may be able to get two separate papers - one based on qualitative data and the other based on quantitative data, with applicable data analysis in either case. Again, someone might need to see the whole manuscript/report in order to make a well-informed call.
