We are going to start a project whose main goal is to help adults use the digital technologies available today as a way to strengthen their active participation in society.
As it is generally the case of elderly populations that are further away from the use of the Internet and the computer, the question arises as to which methodology is best suited to make a diagnosis to meet the real needs of these populations.
What kind of methodology do you suggest, especially those who have already studied this problem?

I really appriciate your idea. We have work and published various work using the assitive technology (mainly smart phone and sensors ) to assists elderly in different aspects such as Detection and Prevention of Fall in Elderly, assisting in hearing impairments, shopping etc. Some of the following papers full text available on my RG Profile.

Junto envio um link do Governo dos Açores- Secretaria Regional da Cn e Tecnologia- sobre evolução utilização TIC nos Açores até 2011. A grande adesão da população idosa aos cursos básicos em competências digitais, ministrados gratuitamente em espaços TIC espalhados pelas 9 ilhas, ocorreu com duas motivações principais: i) modo de quebrar o isolamento insular e ii) possibilidade de comunicação com familiares dispersos na diáspora. De resto, a literatura confirma a apetência/facilidade dos "emigrantes digitais idosos" pelas TIC. Esta experiência poderá colocar algumas questões que suscitem abordagens metodológicas associadas a aspetos motivacionais.

If I understood your question correctly, you are looking for insights for "what to measure" and "how to measure" with regards to elderly toward adoption/usage of ICT.
What to measure:
1. Their ICT related needs
I think a good starting point would be to assess their ICT related needs. This can be learned by studying their Internet usage, computer usage patterns,
2. Factors affecting adoption of ICT
Next, would be the adoption of related technology, which can be studied using TAM model, for example. By knowing their required needs and their "perceived usefulness", "perceived ease of use", attitude and behavioral intent (TAM), one can not only understand their digital needs but also what is stopping them to adopt the technology. There are several other factors, other than the one mentioned in the previous sentence, that could affect acceptance/adoption of technology.
How to measure:
Regarding method: Since elderlies are hard to reach population, given the situation that they are not well versed in technology and perhaps online survey will not be feasible, I would go for mixed method approach where face-to-face questionnaire will be filled for ICT needs and then further interview would be used to elicit factors affecting their adoption of ICT.
