In those countries which have adopted the partly self-regulatory approach started in Scandinavia and then by Britain after the Robens report, and followed by Canada, Australia, NZ, Malaysia and others, a worker has the right to raise health and safety issues with the employer (in most parts of Australia now because of the variety of employment arrangements, “employer” has now been broadened to be the person (corporate or human) in charge of a business or undertaking, PCBU). There is provision for employees to elect a health and safety representative who consults with management on these issues. Larger workplaces also can have a health and safety committee with half employee representatives to consider these issues.
