Journals, even of high impact factor, overlook / permit the auto-plagiarism (>20%) of high h-index authors and publish their works almost regularly. Journals are seen to encourage authors working in extended groups / networks from over the world and cite each other and review each other's articles !

Published articles are already published elsewhere or contain a majority of the published content (> 50%) and even for a routine topic. Which is not the case for a new author to the journal, where one can not even receive the plagiarism evaluation report.
