Journals, even of high impact factor, overlook / permit the auto-plagiarism (>20%) of high h-index authors and publish their works almost regularly. Journals are seen to encourage authors working in extended groups / networks from over the world and cite each other and review each other's articles !
Published articles are already published elsewhere or contain a majority of the published content (> 50%) and even for a routine topic. Which is not the case for a new author to the journal, where one can not even receive the plagiarism evaluation report.

For publication in scientific journals of great importance, it makes the researcher a name in his field of specialization, and increase his credibility, because these journals publish only the right research, which is confirmed.
Some journals, I did the reviews for, make the checking of auto-plagiarism. I can remember a well-known author having refused the publication because of it. So, I would not say that this element is overlooked.
