Considering the urban structure of Tehran in the areas that this plan is presented, fixed gear bikes are not a good choice. Also despite some restrictions for later use, the bikes are still left in the wrong places. Of course the entrance charge is quite high and may reduce public acceptance. Obviously, reconsidering these points will bring more success to the project. Overall, this system poses a huge potential to become an interesting urban service if it takes more user-friendly approaches.
Due to the quality of fuel and magnitude of vehicles in Tehran, urgent actions and required to save our environment. One such measure would be encouraging people to use emission-free transport such as bicycles or electrical cars.
In any case, special routes for bicycles are needed in cities so that people of any age feel safe to use environment-friendly transport.

Do you think it is OK to provide these systems and distribute the bicycles before providing a safe infrastructure (Bicycle lane in this case)? It is kinda about priority of the projects.
