inverse cumulative distribution function is a performance metric. Now, cumulative distribution function is often used to indicate outage performance performance, so, the inverse cumulative distribution function would mean the reverse.

inverse cumulative distribution function in used to find the the outage probability of a fading wireless communication system and in generating a series of fading distribution random numbers.
But both the above tasks can be easily performed by using CDF and Monte-Carlo simulation of a random variable respectively.
Then why we do inverse cumulative distribution function analysis which is somewhat complex to follow
