What is the unified and stable Goal per Concept? Or What is the Ultimate Goal per Concept?

NOTES:
(1) Activity or Concept is a Business Object (BO).
(2) Each Business Object has many different common goals. The number of goals is different from one concept to another concept. For example, A project has more than 100 Goals, and a debate has more than 50 goals. We end up with 20 too many goals per concept.
(3) We also discovered some people have only a goal per all the concepts.
(4) We discovered they all goals per concept in (1) and (2) have severe negative impacts.
(5) This is a significant problem because you need to start with the right Goal per activity (Business Object) to succeed.

Advice for all,
When. If you start any activity (BO), please find the ultimate Goal per activity. Why? Two reasons:
(1) The Goal is to let you know the functional and non-functional requirements. But if you start with the right Goal, you will likely succeed.
(2) Knowing the functional and non-functional requirements leads you to the ultimate design per activity.
