What is the theoretical side, which supports a variable Organization obstacles, like (Bureaucratic management, available resources) as a Moderator between Behavior and Results in Kirkpatrick Model for evaluation training programs?
I completely agree with M.r Levin, and would also add that if you are looking for more theory on it, look into resource constraint theory (at least regarding the available resources aspect of the moderator).
I would rather test the hypothesis that organisational obstacles, like other work environment characteristics, moderate the link between learning and behaviour. Such relationship could be conceptually supported by social exchange theory.
