I would like to ask about what is the type of study design that retrospectively compare the outcome of a treatment to another . For Example , a study design that retrospectively will compare the outcome of a surgical treatment to a medical treatment in terms of outcomes . Keeping in mind , patient had these treatment for the same condition long time ago and info will be recalled from computer-based program and patients will be contacted to ask for outcome and follow them up in the clinic .

It seems more likely to be a retrospective cohort design, unless they have a controlled group.
It is retrospective cohort. Historic prospective design can be used if you want to follow the patients for more time.
But suppose, for cancer patients, you are comparing surgical removal of the tumor with chemotherapy, in this case survival analysis could be considered.
