While improvements are being undertaken I suggest opting for time-frequency approaches for frequency estimation in wide ramge of sigbala. STFT is the classical approach and Wigner considered as the most accurate description of frequency determination at various times. However there are numerous improvements proposed over classical Wigner, Pseudo Wigner being the most applied one.
