I think their have several standard base on different parameters. Making specimens for checking mechanical properties you can follow the ACI - 318 or ASCEC code. For durability checking this code also applicable. In Bangladesh for normal plastering practice is 1:6 ratio of sand and cement. And compressive strength varies 15 to 28 MPa. For more details please check this manual 3rd experiment. You will get proper ans for preparing specimen and range of strength.
The criterion of material durability should be followed, i.e. frost resistance, water resistance, abrasion. An interesting solution for mortar modification are synthetic fibers and polymer granules.
Mohammad Nadeem Akhtar see the 3.3 article of my providing pdf (Table 3.1). Unfortunately I don't remember the mixed design for getting this strength. Most probably w/c ratio varies from 0.4 to 0.6 and cement sand ratio 1:4 to 1:6. I suggest you to read ASTM C150. It will give you some benefit.
