I think even though laser power is very lower, but the S/N of Raman device can be higher.
In Raman spectroscopy, the most serious noise is fluorescence (the book “Raman, Infrared, and Near-Infrared Chemical Imaging”, 1.7 Raman Scattering ).
And in Raman photon is only 1 of 1000000000 , so that the important thing is to suppress the fluorescence (stray light).
So if the excite laser power is larger, then the fluorescence is larger.
So consequentially, the noise is increase.
If the excite laser power is smaller (but the monochromatic property is good) , then the fluorescence can be smaller. That is why the SN ratio can maintain good.
