looking to investigate how context affect/influence the practice of SEA.
By context I refer to developed and developing societies, Europe and Africa for instance with different sets of social economic and environmental priorities. It is expected that SEAs will be developed along a framework that addresses the need of the society. This is what i mean. many thanks
Policy program and project, 3 p combination will strong after successful implementation. For effective SEA monitoring and post evaluation is necessary if emerging issues are addressed in SEA frame work like climate change impacts, health impacts and public participation.
To me context is very important otherwise we would have same set of policies and Standardized SEA patterns-one design fits all kind of situation.
Since developed and developing countries differ greatly in terms of policies, plans and programmes, it is certain that context plays a big role in SEA. Developed societies might have high priority on environmental protection, and thus encourage the practice of SEA while developing societies that have low priority on environmental protection will not necessary encourage the practice of SEA. The effectiveness of the practice of SEA in this case will be determined by its usefulness. Hence, it is clear that societies where environmental protection is highly prioritized will positively influence effective SEA.
