What are the possible reasons for activation of metal free catalysts in the presence of PMS at alkaline pH 9.3. Although the catalyst will be negatively charged and the pollutant is negatively charged?

I found an outstanding activity at this value although the catalyst is not working and is negatively charged similar to the pollutant. I just add it in a solution of pH=10.9 and stir it, then after addition of PMS, the pH drops to 9.3. This activity will not come only from PMS but there is something happened between the catalyst and PMS.
