So many questions!

I received a formal request to review what is identified in the invitation as "preprint" of a scientific paper that is posted in a public archive. The preprint already has a DOI and presumably can be cited.

My understanding of a preprint is that it has not yet been formally submitted to a journal.

If correct, what is the value of reviewing a preprint that, once submitted to a journal, will require review again? What am I missing? Is my understanding of a preprint now obsolete?

Has the preprint perhaps already been submitted to a journal and is being made publicly available while it is being reviewed? If so, will the reviews be made public? What if reviewers recommend 'rejection'. What if a preprint is rejected, but already has been cited?

I really want to understand the process in the event I receive similar such invitations in the future and need to prioritize which invitations to accept.
