In a steel mill direct cooling water system, what is the purpose of adding zinc chloride in the water? Is it a corrosion inhibitor?

As far as I know, some chemicals are used in cooling systems for the following purposes:
- Inhibitors (corrosion and scale inhibitors)
- Dispersants-polymers
- Biocides
My opinion is that zinc chloride can be used as an inhibitor in cooling systems (corrosion and scale inhibitors). You can access other necessary resources from the internet using keywords.

The corrosion of materials is inevitable, but different types of inhibitors are used to reduce them. In this case zinc chloride is used to reduce the corrosion rate and prolong the working surface.

Zinc is highly effective corrosion inhibitor by forming a protective film on metal surfaces specially where high heat flux is found as in the steel mill cooling water system . Zinc chloride and zinc bromide and even zinc hydroxide may be used as soluble zinc salt. Recently the effect of combining the carboxylic acid with very small amounts of zinc chloride in sufficient to provide up to 4 ppm soluble zinc by weight results in effective corrosion inhibitor package. This package is defined as more environmentally friendly than the common phosphate corrosion inhibitors which used in cooling water applications.

Zinc is often part of inhibitor packages. One challenge is, to keep a sufficient amount of zinc ions in solution, not forming insoluble hydroxides.
Zinc as well has biocide properties, which may also be good for certain applications like cooling water systems.
Adding chlorides is maybe not the best idea from a corrosion point of view, but that depends on concentration and used materials etc.
