We plan to establish a new international mathematics and statistics journal. The purpose is to publish original research papers as well as review works. We have a very strong team in the region to be able to struggle with the editing, reviewing and publishing issues.
we would like to hear some experienced people about the difficulties and the steps that we should follow at the very beginning. Also, we would like to ask about the possibility, process, and requirements of establishing this journal under well-known publishing houses like Hindawi, Springer, Elsevier,...

1. Website
2. Editorial board
3. ISSN
4. Journal management system (can use free one like OJS)
Regarding the publisher depends which one and some will require some fees to join them especially for new journals

In the short-term, you will likely need funding from your university and/or a local government research organization to help support the administrative costs. Once the journal is operating smoothly and has a demonstrated track record of traction, you can approach large publishing houses to explore options to grow under their brand/portfolio. The thing is that if we know the map of our progress and the correct path to follow, we will have a quick approach to the high standard of our journal. I will consider your advice about having the support of our institution. I have also contacted some publishing houses and ask them about their regulations for publishing journals. Hopefully, they will reply to me with some other comments.
