What is the probability, in the process of awarding doctorates, that bureaucracy has an inverse relationship to rigor? My answer: the probability that in the process of awarding doctorates that bureaucracy has inverse relationship to rigor, is parsimonious and critical. Just because a highly bureaucratic structure awards a doctorate for an approved work does not mean that awarding is rigorously matched with merits and or use to society, and or the rigor and or originality of the works in question to be awarded with the doctorates.
