What is the physical reason for the high value of the imaginary part of the permittivity of a noble metal?
It's the free electrons - the higher the conductivity the higher the imaginary part of the permittivity. Have a look at Drude's theory!

Due to the presence of an abundance of free electrons in the metal, which leads to an increase in conductivity and thus an increase in the imaginary part of the permittivity.
