Typically, the two terms are used to describe the same function of professionals who perform tasks related to software requirements. In some regions, the term requirements analyst emerged first in analogy to the already established term: systems analyst. Today the designation requirements analyst could be outdated or very imprecise.

That depends on the systems analysis methodology used. In the case of using an "adequate methodology" as the one developed by me (see the brief description "analysis and synthesis of engineering systems" in my researchgate profile) I would say requirement engineer-analyst.
