You may look also at countries that have similar characteristics like those of north Africa to identify the determinants. Maybe, those who did some studies did not identify determinants in proper manner. It takes time to determine the ideal measure based on a number of determinants. It keeps changing in modern times. New determinants that were not important or existing before are important now.
