How to achieve a 1000x focus (using Fresnel lens) on CPV module containing 21 cells arranged 3 columns*7 rows? The CPVs are scattered on the copper plate, and they are very close to each other, how to ensure that each CPV can have enough light? I mean what is the mechanism of concentrating such light on the cells (the module contains 21 cells arranged as 3 columns and 7 rows).

Concentrator photovoltaics (CPV) (also known as concentration photovoltaics) is a photovoltaic technology that generates electricity from sunlight. HCPV directly competes with concentrated solar power (CSP) as both technologies are suited best for areas with high direct normal irradiance, which are also known as the Sun Belt region in the United States and the Golden Banana in Southern Europe.[6]:26 CPV and CSP are often confused with one another, despite being intrinsically different technologies from the start: CPV uses the photovoltaic effect to directly generate electricity from sunlight, while CSP – often called concentrated solar thermal – uses the heat from the sun's radiation in order to make steam to drive a turbine, that then produces electricity using a generator. As of 2012, CSP was more common than CPV.
You don't say how big your cells are - but to concentrate 1000x means your lens must be at least 1000 times the area of your cell array. This also means aiming and tracking the array at the sun will be extremely critical. I also doubt that in practice, you could make a Fresnel lens that good. You might consider using a parabolic mirror?
