I would formulate a few Likert-scale type statements that can be interpreted as trust affirmative, denial......... I think that it is rather important to be least hypothetical and as most refering to the real world as possible. As the background information on the research is rather little I cannot say more, but I have made similar research and can confirm that it is not an easy task.

in this case I suggest to refer to the basics: Trust definition of Rotter (1967, p. 651) " trust is "a generalized expectancy held by an individual that the word of another ... can be relied on."

Relatedly, for the measurement scale, you could adopt Morgan and hunt's tscale (Morgan, R. M., & Hunt, S. D. (1994). The commitment-trust theory of relationship marketing. The journal of marketing, 20-38.)...
