I need to make a confirmatory factor analysis in my thesis. In the several tutorial videos I watched for the analysis they suggest creating covariences between the variables under the same factor considering the modification indices in case not obtaining a good fit measure.

I feel creating the covariances has a meaning and doing so necessitates some theoretical reasoning and otherwise doing the CFA is meaningless if you will obtain the good fit measures just by keep creating covariances until you have good fit measures.

Can you give me some references about when should we create covariances and how to reason that if I'm right or explain the reason I'm being wrong if this is the case.
