About FENIX PROJECT:

According to the European project FENIX [1], what is the main difference or distinction between a Technical Virtual Power Plant (TVPP) and a typical Distribution Operator (DNO/DISCO)?
I think both of them act the same but why FENIX has defined TVPP?
Any idea would be appreciated.

In some cases depending on the region in question the technical VPP may an independent aggregator. This is more common with liberalized electricity sectors.
What I mean is that in the UK example, the DNOs own and manage the distribution network, so a TVPP may be an independent cluster of microgrids not necessarily the DNO owning the clusters of generators (DERs) connecting to the LV network.

Another question!
Is it possible for TVPP to have the technical data of the LV network? This data may be confidential and only an eligible entity like DNO must accept this responsibility. Am I right?

It depends, if there is a mutual beneficial agreement between the DNO and the TVPP, e.g the TVPP providing voltage profile improvement to the local LV network they are connecting to...
