The international standards would be more a kind of recommendations if you are going to spill the effluent into a river.

In Brazil it is not allowed to eliminate effluents with any radioactive substance.
The enterprise must store it until the activity is no longer measurable.
Therefore, enterprises must have initial waste deposits, and government is building intermediary and final wastes deposits.
Right now we only have initial deposits.

normally, if you have liquid effluent, and you are authorized to relase it in environmental (like river, sea), you must measure the effective dose to the public derived by the release in river/sea scenario and verify that the effective dose is < 0.3 mSv/y for the public....but depending by your scenario.
You can use the RP-135 Effluent and dose control from European Union NORM industries: Assessment of current situation and proposal for a harmonised Community approach.
In different table and in the annex you can undesrtand how to calculate the dose in different scenario (small river, large river, small marine box ecc...) derived by the liquid effluent, dose criteria to obtain 0.3 mSv/y in different case of Liquid Discharges.
Everything is correct if you have only natural radionuclides in your effluent (in your case i suppose yes, Radium 226 and 228) and if you have the authorization to discharge thye effluent in environmental.

Dear Ender,
Jorge's answer is incomplete. It's prohibited to release the effluents before an assessment of the Brazilian Nuclear Agency.
Here in Brazil, we control liquid effluents looking at the increment of annual dose. If even with this effluent release the annual dose rate in the critical group (determined by the installation radiological pre-operational studies and the optimization of radioprotection) will keep less than 0,3mSv/year, this release could be authorized.
We follow more or less what Europe Union use to do it (as Mattia explain very well)
