What do you mean by lightest Machine Learning technique? Machine Learning differ according to the real world problem specification. Suppose you only consider training time, ELM algorithm has the lowest training time than traditional algorithm.

Firoz Mahmud Thank you for your reply, yes I meant mainly the training time. I am looking for a suitable machine learning-based technique to be applied for solving one of IoT problems.
