From my experience they value teachers more than in my country and they give primary school children a stable education by keeping the same teacher throughout primary school. However I believe there are also some contextual factors which some of the hype does not take into account.
My knowledge about the educational system in Finland allows me to say that perhaps their success lies in the highly regarded that Finnish society gives the teaching profession, from the lowest to the highest levels. From that assessment, the teacher is free to innovate and do: have managed to break the archaic educational system that still dragging since the industrial revolution.
Indeed I think that especially in Spain there is no recognition of the teacher and the strong administrative and economic interests of publishers have become teachers in other recipes applicator.
