it's partly linked to the fact that people that live in slums are poor and have little access to power to affect their conditions. Governments tend to pay little attention to their developmental needs, e.g infrastructure development etc. They rather look at slums as eye sores whose long-term fate is their eradication. In fact an article in the latest issue of the Economist about Kibera, a slum in Nairobi, suggests that one finds a lot of initiative, hard work and enterprise amongst residents but with no involvement nor support from the Kenyan government.
