There are several reports about seed transmission of Liberibacter solanacearum by carrot seeds. (Bertolini E, Teresani GR, Loiseau M, Tanaka FA, Barbé S, Martínez C, Gentit P, López MM, Cambra M. Transmission of ‘Candidatus Liberibacter solanacearum’in carrot seeds. Plant Pathology. 2015 Apr;64(2):276-85.)

But, the importance of such a way in agriculture is disputed:

Fujikawa, Takashi, et al. "Evaluation of an RNA-based PCR assay to detect viable Candidatus Liberibacter solanacearum (Lso) in Lso-contaminated carrot seeds using different disinfection methods." Journal of Plant Pathology 102.1 (2020): 205-211.

vs:

Fujikawa T, Yamamura K, Osaki K, Onozuka N, Taguchi M, Sasaki A, Sato M. Seed transmission of ‘Candidatus Liberibacter solanacearum’is unlikely in carrot. Journal of General Plant Pathology. 2020 Jul;86:266-73.

and

Loiseau M, Renaudin I, Cousseau-Suhard P, Lucas PM, Forveille A, Gentit P. Lack of evidence of vertical transmission of ‘Cand. Liberibacter solanacearum’ by carrot seeds suggests that seed is not a major transmission pathway. Plant disease. 2017 Dec 15;101(12):2104-9.

What is the importance of transmission of "Candidatus Liberibacter solanacearum" by carrot seeds? Is it a matter of bacterial strain and host variety?
