It is going to be about 5 dB or a bit less if it is over ground - it radiates as a horizontal dipole over ground. It radiates at each frequency at the radius where the circumference is one wavelength, so the aperture is about 1/3 wavelength diameter. If it is backed by a loaded the cavity the gain could be 1 or 2 dB.

Gain > 4 dB could be obtained for different number of loads and this is shown clearly in the following document (e.g. after 500 MHz in Figure 2.13):
