I had seen this plant in flowering from last May-September in Dehradun but there is no fruit setting here. so can i conclude that fruit setting didn't take place in India.?

You are correct, in Pune also I have seen this species only in flowering. In India, many other exotic ornamental plants are seen only in flowering, but fruits are never seen.
