I found many different numbers: anywhere between -60 to -8 mV.
Also, can't find any studies comparing oxygenated and deoxygenated RBC membrane potential difference, and there must be a difference since chloride negative ions have a major shift.

The real membrane potential is about -10mV, calculable from the distribution of freely permeating chloride Ions (Siggaard-Andersen O.: The Acid-Base Status of the Blood. Munksgaard Copenhagen 1974, p. 80; Böning et al. Eur J Appl Physiol 99: 163-171 (2007)) and measured by Lassen UV and Sten-Knudsen, J Physiol (Lond.) 195: 681-695 (1968). There is, however, an outer layer of charged plasma constituents influencing measurements if not removed.
