OPA reacts with amines. You should not use a buffer containing primary amines, such as Tris. I think it is acceptable to use a tertiary amine buffer such as HEPES, and it is definitely OK to use a non-amine buffer such as phosphate.
OPA is sometime called "Roth Reagent", as it was developed by Marc Roth in the early 1970's. I have attached a copy of his paper. He used 50 mM borate buffer @ pH 9.5. If I remember correctly, the reaction goes faster @ alkaline pH. Dr. Shapiro is correct in warning you not to use buffers w/ primary amines, as these will react w/ OPA and severely interfere with detection.
